The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, Linda Thomas, Mary Adams, Freddie Jefferson, Dewitt Perry, Karl Bickham and Matthew Tate.  Absent:  Alan McCain and Bruce Brown.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Freddie Jefferson.  He welcomed School Board Attorney Wayne Kuhn, news media and guests.

           

Agenda Item #2 - Invocation

 

Matthew Tate asked the audience if anyone would like to give the invocation.  Stuart Varnado, father of Franklinton High School student Kristina Varnado, gave the invocation.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Awards Presentation – Students of the Year (Mary Jones).

 

Supervisor Mary Jones briefly reviewed the Louisiana Students of the Year Awards Program.  The Guidelines for Selection of Candidates were used to select the winners at the school and the parish level.  The four categories for selection included the cumulative grade point average, a portfolio of supporting documents, writing samples, and an interview with the judges.  The following school level winners were introduced by their respective school principals, or designees, and presented plaques from the Washington Parish School Board:

Superintendent Darrell Fairburn then recognized and presented plaques to the Washington Parish Jr. High School Student of the Year 2007-2008, Austin Knight and the Washington Parish High School Student of the Year 2007-2008, Kristina Varnado. Austin also won at the regional level and participated at the state level. 

 

Board members congratulated the Students of the Year.

A reception in honor of the Students of the Year and their families was held prior to the board meeting.

 

Agenda Item #5 - Consider a motion to adopt the minutes of the April 17, 2008, regular board meeting (Freddie Jefferson).

 

It was moved by Karl Bickham, seconded by Dewitt Perry, that the Board adopt the minutes of the April 17, 2008, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #6 - Consider a motion to authorize advertisement for bids for the purchase of Bakery Products, Milk, and other Food and Non-Food Supplies for the School Lunch Program for the 2008/2009 school year (Marsha Newman).

 

It was moved by Matthew Tate, seconded by Dewitt Perry, that the Board authorize advertisement for bids for the purchase of Bakery Products, Milk, and other Food and Non-Food Supplies for the School Lunch Program for the 2008/2009 school year as follows:

The WASHINGTON PARISH SCHOOL BOARD will receive bids for the purchase of Food and Supplies for the 2008-2009 school year as outlined in the following schedule.  Copies of the general instructions and specifications are available from the Washington Parish School Board Office, 800 Main Street, Franklinton, LA 70438.

 

Bid Period- August 1, 2008 - July 31, 2009:

Class 2-  Bakery Products- May 29, 2008, 10:00 a.m. 

Class 2-  Milk and Ice Cream- May 29, 2008, 10:30 a.m.

 

The following classes are bid for the period outlined below.   Each bidder shall submit a quotation by 11:00 a.m. on the following date:

ALL vendors are invited to be present for the opening and tabulations of bids at the time specified in the above schedule.

Agenda Item #7 - Consider a motion to authorize advertisement for bids for the purchase of School Supplies for the 2008/2009 school year (Beth Fussell).

 

It was moved by Matthew Tate, seconded by Dewitt Perry, that the Board authorize advertisement for bids for the purchase of School Supplies for the 2008/2009 school year.  Motion carried unanimously.

 

Agenda Item #8 - Discuss and take appropriate action regarding quotes received on a covered walkway at Angie Jr. High School (William Brignac).

 

It was moved by Dewitt Perry, seconded by Dan Slocum, that the Board approve the low quote from Itolyaso Builders, Angie, LA in the amount of $7,735.00 for a covered walkway at Angie Jr. High School.  Motion carried unanimously.  Other quotes submitted: Metal Pro, Gulfport, MS - $ 8,125.00 and Hunt Builders, Franklinton, LA - $8,100.00.

 

Agenda Item #9 - Discuss and take appropriate action regarding quotes received on carpentry work at the Annex (William Brignac).

 

It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board approve the low quote from Burris Construction, Franklinton, LA in the amount of $6,000.00 for carpentry work at the Annex.  Motion carried unanimously.  Other quotes submitted:  Newman Brothers Construction, LLC, Franklinton, LA - $6,240.00 and Brandon Fussell Construction, LLC - $6,425.00.

 

Agenda Item #10 - Discuss and take appropriate action regarding quotes received on replacing carpet at the Annex (William Brignac).

 

It was moved by Karl Bickham, seconded by Matthew Tate, that the Board approve the low quote from Kennedy’s Decorating Center, Inc., Franklinton, LA in the amount of $2,306.81 to replace the carpet at the Annex.  Motion carried unanimously.  Other quotes submitted:  Carpet Wholesalers, Franklinton, LA - $3,168.00 and Decorating Showroom, Inc., Franklinton, LA - $3,335.98.

 

Agenda Item #11 - Discuss and take appropriate action regarding quotes received on fencing at Enon Elementary School (William Brignac).

 

It was moved by Dewitt Perry, seconded by Karl Bickham, that the Board approve the low quote from Thomas Fence Company, Franklinton, LA in the amount of $2,774.16.  Motion carried unanimously.  Other quotes submitted:  Sherman Fence Company, Franklinton, LA - $3,621.50.

 

Agenda Item #12 - Discuss and take appropriate action regarding quotes received on repairs to gym air conditioner at Mt. Hermon School (William Brignac).

 

It was moved by Dan Slocum, seconded by Matthew Tate, that the Board approve the low quote from Watson Refrigeration, Inc., Franklinton, LA in the amount of $5,300.00.  Motion carried unanimously.  Other quotes submitted:  Morgan’s Mechanical Service, L.L.C., Amite, LA - $5,595.00 and Brock Refrigeration, Franklinton, LA - $5,675.00.

 

Agenda Item #13 - Discuss and take appropriate action regarding moving the 6th grade at Enon Elementary School to Franklinton Jr. High School for the 2008/2009 school year (Dewitt Perry).

 

ADD TO THE AGENDA:  It was moved by Dewitt Perry, seconded by Karl Bickham, to remove this item from the table.  Motion carried unanimously.

TRANSPORTATION ADJUSTMENTS

 

Angie School District:                                                          Extend the route of Tammy Boone 3 miles one way to pick up Wesley Cardwell, Heather Cornish, Roger Riggs, Shane Riggs, Shelia, Melissa, Zack & Glenn Spears.  Effective date:  December 12, 2007.

 

Franklinton School District:                                                  Extend the route of Natalie Hatteberg 13.2 miles one way to pick up Nakata Brooks.  Effective date:  April 28, 2008.

 

Motion carried unanimously.

 

Agenda Item #15 - Consider a motion to employ Personnel for the 2008/2009 school year (Richard Kennedy).

 

It was moved by Matthew Tate, seconded by Dan Slocum, that the Board employ the Personnel for the 2008/2009 school year.  SEE ATTACHED.  Motion carried unanimously.

 

Agenda Item #16 - Superintendent’s Report

 

Superintendent Fairburn stated that Bruce Brown was on vacation and Alan McCain was out of town for his daughter’s graduation from Basic Training.

 

Wednesday, May 7, 2008 was declared School Nurse Day.

 

ADD TO THE AGENDA:  It was moved by Linda Thomas, seconded by Mary Adams, that the Board consider a motion to approve a transfer for a special needs student from Wesley Ray Elementary School to Thomas Elementary School and provide training.  Motion carried unanimously.

Superintendent Fairburn stated that Troop L was donating a 180K generator to the Washington Parish School System.  The generator needs some work to be operational.

 

Advertising will begin on the sale of the old Franklinton High School Football and Baseball Stadium.

           

Agenda Item #17 - Other business from board members

 

Dan Slocum stated that bus drivers need to check their buses after morning and evening routes more carefully.  This week was Teacher Appreciation Week.  He congratulated all educators for a job well done.  Mr. Slocum also congratulated Coach Jeff Tageant and the FHS Demon Baseball Team on a great year and for making it to the playoffs.

 

Dewitt Perry stated that we need to look into a dress code for school employees.

 

Freddie Jefferson stated that on Monday, May 12, 2008 he would be a part of a conference call with the State Superintendent.
