The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, Karl Bickham, Bruce Brown, Mary Adams, Freddie Jefferson, Dewitt Perry, Alan McCain and Matthew Tate. Absent:  Richard Thomas, Jr.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by Vice-President Freddie Jefferson.  He welcomed School Board Attorney Wayne Kuhn, news media and guests.

 

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Consider a motion to adopt the minutes of the September 27, 2007, regular board meeting (Richard Thomas).

 

It was moved by Karl Bickham, seconded by Bruce Brown, that the Board adopt the minutes of the September 27, 2007, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 - Discuss and take appropriate action regarding Franklinton Elementary School and GM&R (Darrell Fairburn).

 

No action taken.

 

Agenda Item #6 - Discuss and take appropriate action regarding bids received on a 45=x72=x12= metal building to cover the existing basketball court at Varnado Elementary School (William Brignac).

 

Upon the recommendation of William Brignac, Supervisor, it was moved by Matthew Tate, seconded by Bruce Brown, that the Board reject the one bid received from Williams & Sons Contractors, Angie, LA of $35,200.00 and rework the specs to get the project within the budget and authorize Mr. Brignac to readvertise for the project.  Motion carried unanimously.

 

Agenda Item #7 - Consider a motion to approve the Technology Budget for the 2007/2008 school year (Jimmy Thigpen).

 

Upon the recommendation of Jimmy Thigpen, Technology Director, it was moved by Dewitt Perry, seconded by Alan McCain, that the Board approve the Technology Budget for the 2007/2008 school year as follows:

Agenda Item #8 - Consider a motion to authorize advertisement for bids for telecommunication services and equipment for e-rate (Jimmy Thigpen).

 

Upon the recommendation of Jimmy Thigpen, Technology Director, it was moved by Matthew Tate, seconded by Dewitt Perry, that the Board authorize advertisement for bids for telecommunication services and equipment for e-rate.  Motion carried unanimously.

 

Agenda Item #9 - Consider a motion to adopt the Personnel and Transportation Adjustments (Richard Kennedy).

 

Upon the recommendation of the Personnel Committee, it was moved by Matthew Tate, seconded by Dan Slocum, that the Board adopt the Personnel and Transportation Adjustments as follows:

RETIREMENT RESIGNATION

 

Angie Jr. High School:  Bernell Johnson Jones, Regular Teacher, Retirement Resignation effective October 31, 2007.

Thomas Elementary School:  Jane Seals, LA4 Teacher, Retirement Resignation effective January 4, 2008.

 

EMPLOY

 

Mt. Hermon School:  Kelly Alford, Regular Teacher, Employ effective October 2, 2007 (Certified).

 

CHANGE OF EMPLOYMENT STATUS

 

Franklinton High School:  Thelma Landry, Regular Teacher TO Reading Coach effective the 2007/2008 school year only.

Franklinton High School:  Deborah Wilson, Reading Coach TO Regular Teacher effective the 2007/2008 school year.

 

TRANSFER

TRANSPORTATION ADJUSTMENTS

 

Angie District:                                                                Extend the route of Tim Duncan 3 miles one way to pick up Cole Traylor.  Effective date:  September 18, 2007.

 

Extend the route of Steve Owens 2.1 miles one way to pick up Ricki Morris.  Effective date:  October 5, 2007.

 

Enon School District:                                                     Deduct 16 miles one way from the route of Robert Mizell.  Student no longer on route.  Effective date:  September 21, 2007.

 

Franklinton School District:                                             Extend the route of Carolyn Fussell 16.6 miles one way to pick up Elizabeth Antill.  Effective date:  September 28, 2007.

 

Extend the route of Linda Magee 4.8 miles one way to pick up Jose, Wilber & Jonathan Lopez.  Effective date:  September 26, 2007.

 

Mt. Hermon School District:                                            Extend the route of Naomi Tarver .9 miles one way to pick up Logan Parta.  Effective date:  October 1, 2007.

 

Varnado School District:                                                 Extend the route of Easter Michelle Blackburn 5 miles one way to pick up Okesha Morris.  Effective date:  September 27, 2007.

 

Extend the route of Laura Kemp 2.9 miles one way to pick up Christina Brock.  Effective date:  September 17, 2007.

 

Motion carried unanimously.

 

Agenda Item #10 - Superintendent's Report

 

Superintendent Fairburn was out of town for tonight's meeting.

 

Add to the Agenda:  It was moved by Dewitt Perry, seconded by Alan McCain, that the Board consider a motion to call for a Special Board Meeting on Monday, October 29, 2007, at 6:30 p.m. to discuss Franklinton Elementary School and GM&R.  Motion carried unanimously.

Karl Bickham welcomed everyone to the Washington Parish Free Fair beginning on Tuesday, October 16, 2007.

 

Mary Adams stated that Varnado High School is in the process of starting a Baseball and Softball team.

 

Dewitt Perry discussed the problems that Franklinton High has with their PBX system.

 

Matthew Tate suggested that everyone have the superintendent evaluation in place by December 13, 2007.
