The Washington Parish School Board met in regular session on the above date with the following members present: Richard Thomas, Jr., Dan Slocum, Karl Bickham, Bruce Brown, Mary Adams, Dewitt Perry, Alan McCain, Matthew Tate and Freddie Jefferson. Absent:  None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Richard Thomas, Jr.  He welcomed School Board Attorney Wayne Kuhn, news media and guests.

 

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Consider a motion to adopt the minutes of the July 26, 2007, special board meeting (Richard Thomas).

 

It was moved by Freddie Jefferson, seconded by Dan Slocum, that the Board adopt the minutes of the July 26, 2007, special board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 - Consider a motion to allow Donnie Kaye Magee to purchase a 1997 International bus to be used as her primary bus (William Brignac).

 

It was moved by Dan Slocum, seconded by Matthew Tate, that the Board allow Donnie Kaye Magee to purchase a 1997 International bus to be used as her primary bus.  Motion carried unanimously.

 

Agenda Item #6 - Consider a motion to adopt new Washington Parish School Board Policy File:  DO: School Properties Disposal Procedure (Darrell Fairburn).

 

It was moved by Karl Bickham, seconded by Bruce Brown, that the Board adopt new Washington Parish School Board Policy File:  DO: School Properties Disposal Procedures.

 

It was moved by Karl Bickham, seconded by Bruce Brown, that the Board amend the original motion to insert the words: on inventory.  Motion carried unanimously.

 

It was moved by Karl Bickham, seconded by Bruce Brown, that the Board adopt new Washington Parish School Board Policy File:  DO: School Properties Disposal Procedures as amended.  Motion carried unanimously.

 

Agenda Item #7 - Consider a motion to adopt revised Washington Parish School Board Policy File: JDD: Suspension and JDE: Expulsion (Richard Kennedy).

 

It was moved by Alan McCain, seconded by Dewitt Perry, that the Board adopt revised Washington Parish School Board Policy File:  JDD: Suspension and JDE: Expulsion.  Motion carried unanimously.

 

Agenda Item #8 - Consider a motion to adopt a resolution to grant Cleco a right of way at Mt. Hermon School (Darrell Fairburn).

It was moved by Dan Slocum, seconded by Karl Bickham, that the Board adopt a resolution to grant Cleco a right of way at Mt. Hermon School.  Motion carried unanimously.

 

Agenda Item #9 - Discuss and take appropriate action regarding the purchase of modular buildings (Freddie Jefferson).

 

Upon the recommendation of the Capital Improvement Committee, it was moved by Freddie Jefferson, seconded by Alan McCain, that the Board authorize the Superintendent to advertise to accept bids for modular buildings to be purchased as prioritized.   Motion carried unanimously.

 

Agenda Item #10 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

 

Upon the recommendation of Richard Kennedy, Personnel Director, it was moved by Matthew Tate, seconded by Bruce Brown, that the Board approve the Personnel and Transportation Adjustments as follows:

Agenda Item #11 - Superintendent's Report

 

ADD TO THE AGENDA:  It was moved by Freddie Jefferson, seconded by Alan McCain, to consider a motion to renew the contract of Marsha Newman, Supervisor.  Motion carried unanimously.

 

It was moved by Freddie Jefferson, seconded by Alan McCain, that the Board renew the contract of Marsha Newman, Supervisor from August 15, 2007 through August 14, 2009.  Motion carried unanimously.

Superintendent Fairburn stated that the opening of school went very well and commended the Central Office staff for their help.  He also stated that on Monday, August 6th, Mr. Frank Charles Winstead was the guest speaker for Staff Development. 

 

Agenda Item #12 - Other business from board members.

 

Shelley Riley Catha introduced herself and let everyone know that she is running for Parish President.

 

Karl Bickham and Mr. Fairburn met will several bus drivers prior to tonight's meeting to discuss an adjustment in bus drivers salaries.  They told the drivers that after the budget was completed they would look into possible adjustments.

 

Dewitt Perry suggested that the parish develop one standard check out form to be used parish wide.
