The Washington Parish School Board met in regular session on the above date with the following members present: Richard Thomas, Jr., Karl Bickham, Bruce Brown, Susanne Jones, Holly James, Matthew Tate and Freddie Jefferson.  Absent: Hayward Boone and Dan Slocum.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Richard Thomas, Jr.  He welcomed School Board Attorney Wayne Kuhn, news media and guests.

 

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Consider a motion to adopt the minutes of the November 16, 2006, regular board meeting (Richard Thomas).

 

It was moved by Matthew Tate, seconded by Karl Bickham, that the Board adopt the minutes of the November 16, 2006, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 -  Presentation from Franklinton High School Student Council - Toni Tageant (Darrell Fairburn).

 

Kenita August, FHS Teacher and Student Council Sponsor, presented the retirees with certificates of appreciation while Tiffany Anthony, FHS Student Council President, read a proclamation of appreciation.  The retirees received complimentary passes to all sporting events, a key with a keychain to Franklinton High School and a Leland Cypress.

 

Agenda Item #6 - Report from the firm of Postlethwaite and Netterville regarding the 2005/2006 audit of general purpose financial statements (Donna Alonzo).

 

Item deleted until January 2007.

 

Agenda Item #7 - Consider a motion to adopt the Louisiana Compliance Questionnaire (Donna Alonzo).

 

It was moved by Bruce Brown, seconded by Susanne Jones, that the Board adopt the Louisiana Compliance Questionnaire.  Motion carried unanimously.

 

Agenda Item #8 - Consider a motion to adopt a resolution regarding protested taxes (Beth Fussell).

 

It was moved by Susanne Jones, seconded by Freddie Jefferson, that the Board adopt a resolution regarding protested taxes.  Motion carried unanimously.  SEE ATTACHED.

 

Agenda Item #9 - Consider a motion to adopt a resolution regarding a business account (Beth Fussell).

 

It was moved by Karl Bickham, seconded by Freddie Jefferson, that the Board adopt a resolution regarding a business account.  Motion carried unanimously.  SEE ATTACHED.

Agenda Item #10 - Discuss and take appropriate action regarding a loan of $50,000 to Pine School for the completion of the softball and baseball fields  (Darrell Fairburn).

 

It was moved by Bruce Brown, seconded by Susanne Jones, that the Board approve a loan in the amount of $50,000.00, to be repaid over a five year period, to Pine School for the completion of the softball and baseball fields.  Motion carried unanimously.

 

Agenda Item #11 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

 

Upon the recommendation of Richard Kennedy, Personnel Director, it was moved by Freddie Jefferson, seconded by Holly James, that the Board approve the Personnel and Transportation Adjustments as follows:

TRANSPORTATION ADJUSTMENTS

 

Angie School District:                                        Extend the route of Ester Matthews 1 mile one way to pick up Darraly Washington, Ta'Reaunium Magee, LaDarrius Spikes, Darridra, Dalebur & Malik Peters.  Effective date: October 25, 2006.

 

Franklinton School District:                                 Extend the route of Regina Baillio 4.7 miles one way to pick up Justin & Richard Snow and Kameron Holmes.  Effective date: December 1, 2006.

 

Extend the route of Vincent Chauvin 1.1 miles one way to pick up Trevor Jenkins.  Effective date: November 9, 2006.

Extend the route of Lester Thomas 2.5 miles one way to pick up new students.  Effective date: November 1, 2006.

 

Pine School District:                                           Extend the route of Terry Jenkins 1.6 miles one way to transport Vo-Tech students.  Effective date: November 3, 2006.

 

Extend the route of Jarone Seals 1.6 miles one way to transport Will Seals from FHS to Vo-Tech at FPS.  Add to Platoon Route.  Effective date: November 3, 2006.

 

Varnado School District:                                     Extend the route of Harry Williams 25 miles one way to pick up Julia Rousseau and John Fritz.  Effective date: November 10, 2006.

 

Deduct 7 miles one way from the route of Harry Williams.  Students no longer on route.  Effective date: December 1, 2006.

 

Motion carried unanimously.

 

Agenda Item #12 - Superintendent's Report

 

Superintendent Fairburn stated that he has not heard from Jeff Jones on the survey of the old Franklinton Elementary School property.

 

He requested permission to change the new letterhead to read Washington Parish School System instead of Washington Parish School Board.

 

He stated that he had placed in each board members folder a pay range for Assistant Superintendent.

 

Agenda Item #13 - Other business from board members.

 

Karl Bickham requested that someone check into the traffic problem at the corner of Section Line Road and Hwy. 436.

 

Reverend Bruce Brown gave Holly James and Sue Jones his best wishes and welcomed the new board members.

 

Sue Jones and Holly James thanked everyone.  They stated that they enjoyed serving the children of Washington Parish.

 

Each board member wished everyone a Merry Christmas and a Happy New Year.
