The Washington Parish School Board met in regular session on the above date with the following members present: Richard Thomas, Jr., Dan Slocum, Karl Bickham, Bruce Brown, Hayward Boone, Susanne Jones, Holly James, Matthew Tate and Freddie Jefferson.  Absent: None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Richard Thomas, Jr.  He welcomed School Board Attorney Wayne Kuhn, news media and guests.

 

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Consider a motion to adopt the minutes of the August 24, 2006, regular board meeting (Richard Thomas).

 

It was moved by Susanne Jones, seconded by Holly James, that the Board adopt the minutes of the August 24, 2006, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 - Discuss and take appropriate action regarding Fiscal Agency Contract for the period November 1, 2006 - October 31, 2009 (Beth Fussell).

 

Upon the recommendation of Beth Fussell, Director of Finance, it was moved by Hayward Boone, seconded by Karl Bickham, that the Board approve a Fiscal Agency Contract for the period November 1, 2006 - October 31, 2009 with Parish National Bank  (SEE ATTACHED).  Motion carried unanimously.

 

Agenda Item #6 - Discuss and take appropriate action regarding student transfer requests for the 2006/2007 school year (Karen Spears).

 

Upon the recommendation of Karen Spears, Supervisor of Child Welfare and Attendance, it was moved by Susanne Jones, seconded by Bruce Brown, that the Board approve the student transfer requests for the 2006/2007 school year as follows:

Agenda Item #7 - Consider a motion to adopt General Fund Budget for 2006/2007 fiscal year in conformity with Section 88:Title 17 of the Louisiana Revised Statutes (Beth Fussell).

 

Dan Slocum offered a blanket motion for agenda items 7 - 16, seconded by Matthew Tate as follows: Consider a motion to adopt the General Fund, Angie 5 Mill Tax, LA 4 Operating, Reading First, Special Federal Funds, Drug Free Schools, School Food Service, School Food Service Summer Feeding, IASA Title I, Title II and Title V, Special Education IDEA and Preschool Budgets for the 2006/2007 fiscal year in conformity with Section 88:Title 17 of the Louisiana Revised Statutes.  Motion carried unanimously.

Franklinton Schools:                                                                  Deduct 2.8 miles one way from the route of Faye Newman.  Student no longer on route.  Effective date:  September 4, 2006.

Agenda Item #18 - Consider a motion to employ Lynn Mulina, Regular Teacher, Franklinton Jr. High School effective September 6, 2006 (Richard Kennedy).

 

It was moved by Matthew Tate, seconded by Holly James, that the Board employ Lynn Mulina, Regular Teacher, Franklinton Jr. High School effective September 6, 2006.  Motion carried unanimously.

 

Agenda Item #19 - Superintendent's Report

 

Richard Thomas read the following news release from the Government Finance Officers Association:

The Certificate of Achievement for Excellence in Financial Reporting has been awarded to Washington Parish School Board by the Government Finance Officers Association of the United States and Canada (GFOA) for its comprehensive annual financial report (CAFR).  The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

 

An Award of Financial Reporting Achievement has been awarded to the individual(s), department or agency designated by the government as primarily responsible for preparing the award-winning CAFR. This has been presented to:

 

Financial Department, Washington Parish School Board

 

The CAFR has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.

 

The GFOA is a nonprofit professional association serving approximately 16,000 government finance professionals with offices in Chicago, IL, and Washington, D.C.

 

Superintendent Fairburn then presented a plaque to Beth Fussell, Finance Director and Donna Alonzo, Chief Accountant.  The Board congratulated the Finance Department on a job well done.

 

Upon the recommendation of Sam Fauntleroy, Architect, it was moved by Freddie Jefferson, seconded by Bruce Brown, that the Board add the following to the agenda: Consider a motion to approve Change Order #1 for the Thomas Elementary School Renovations and Additions for Polk Construction in the amount of $15,449.00.  Motion carried unanimously.

Upon the recommendation of Sam Fauntleroy, Architect, it was moved by Freddie Jefferson, seconded by Bruce Brown, that the Board add the following to the agenda:  Consider a motion to approve a change order to obtain plaques for the FHS Classroom Building and Athletic Field house.  Motion carried unanimously.

 

It was moved by Freddie Jefferson, seconded by Matthew Tate, that the Board approve a change order to obtain plaques for the FHS Classroom Building and Athletic Field house with Polk Construction in the amount of $2,231.00.  Motion carried unanimously.

 

Superintendent Darrell Fairburn and Mr. Bruce Brown visited the Thomas Elementary site where renovations are underway.

 

The Superintendent stated that he has visited all schools in the parish and all schools have textbooks.

 

Mr. Fairburn reminded all to vote on September 30th in favor of Amendment #9.

 

Agenda Item #20 - Other business from board members.

                                                                             

Dan Slocum requested that the time allotted for students to eat breakfast  be reviewed.

 

Bruce Brown was pleased with visit to Thomas Elementary.  He stated that the renovations are underway.

 

Susanne Jones congratulated the Business Department on a job well done.

 

Holly James stated that the Personnel and Finance Committees had met and make the following recommendations:  

Add to the agenda: It was moved by Holly James, seconded by Susanne Jones, that the Board authorize advertisement for a clerk at the Franklinton Vocational Center, and 3 custodians (1 - Thomas Elementary, 1 - Mt. Hermon School and 1 - Franklinton Elementary/Franklinton Jr. High School).   Motion carried unanimously.

 

Amendment to original motion:  It was moved by Matthew Tate, seconded by Susanne Jones, that job descriptions will be developed and approved by the Board for the advertised jobs, if they are not already in place.  Motion carried unanimously.

 

It was moved by Holly James, seconded by Matthew Tate, that the Board authorize advertisement for a clerk at the Franklinton Vocational Center, and 3 custodians (1 - Thomas Elementary, 1 - Mt. Hermon School and 1 - Franklinton Elementary/Franklinton Jr. High School) and that job descriptions will be developed and approved by the Board for the advertised jobs, if they are not already in place.  Motion carried unanimously.

 

Freddie Jefferson congratulated the Finance Department on a great job.  He stated that the Capital Improvement Committee would meet on Monday, September 18, 2006 at 6:30 p.m.
