The Washington Parish School Board met in regular session on the above date with the following members present: Richard Thomas, Jr., Dan Slocum, Karl Bickham, Bruce Brown, Hayward Boone, Susanne Jones, Holly James, Matthew Tate and Freddie Jefferson.  Absent: None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Richard Thomas, Jr.  He welcomed School Board Attorney Wayne Kuhn, news media and guests.  Mr. Thomas introduced Mr. Darrell Fairburn, new Superintendent of Washington Parish.  Mr. Fairburn then introduced the following members of his family and two co-workers from the Tangipahoa Parish School Board:  Mrs. Tish Fairburn, wife; Ms. Tammy Fairburn, daughter; Mr. Brandon Fairburn, son; Mr. Thomas Bellavia, Assistant Superintendent for Curriculum and Mr. Mark Kolwe, Assistant Superintendent for Finance.

It was moved by Susanne Jones, seconded by Hayward Boone, that the Board adopt the minutes of the July 13, 2006, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 - Consider a motion to adopt the minutes of the July 17, 2006 special board meeting (Richard Thomas).

 

It was moved by Matthew Tate, seconded by Bruce Brown, that the Board adopt the minutes of the July 17, 2006, special board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #6 - Consider a motion to adopt the minutes of the July 31, 2006 special board meeting (Richard Thomas).

 

It was moved by Freddie Jefferson, seconded by Dan Slocum, that the Board adopt the minutes of the July 31, 2006, special board meeting as submitted to each member.  Motion carried unanimously.

It was moved by Karl Bickham, seconded by Bruce Brown, that the Board adopt the minutes of the August 1, 2006, special board meeting as submitted to each member.  Motion carried unanimously.

It was moved by Susanne Jones, seconded by Matthew Tate, that the Board adopt the minutes of the August 3, 2006, special board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #10 - Consider a motion to adopt the minutes of the August 4, 2006, special board meeting (Richard Thomas).

 

It was moved by Hayward Boone, seconded by Karl Bickham, that the Board adopt the minutes of the August 4, 2006, special board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #11 - Consider a motion to authorize advertisement for bids for Fiscal Agency contract for a three year period (Beth Fussell).

Agenda Item #12 - Discuss and take appropriate action regarding school supplies (Beth Fussell).

 

Upon the recommendation of Beth Fussell, Director of Finance, it was moved by Freddie Jefferson, seconded by Matthew Tate, that the Board approve the change of vendor for school supplies as follows: Uni-Source, Baton Rouge, LA - $27,185.00; Tri-Star Marketing, Lafayette, LA - $3,853.44, Venable Office, Amite, LA - $540.00 and Quill, Lincolnshire, IL - 808.65.  Changes due to Louisiana Preference.  Motion carried unanimously.

 

Agenda Item #13 - Discuss and take appropriate action regarding student transfer requests for the 2006/2007 school year (Karen Spears).

 

Upon the recommendation of Karen Spears, Supervisor of Child Welfare and Attendance, it was moved by Susanne Jones, seconded by Dan Slocum, that the Board approve the student transfer requests for the 2006/2007 school year as follows:

Agenda Item #14 - Discuss and take appropriate action regarding quotes received on demolition and removal of old special education building at Varnado High School (William Brignac).

 

Upon the recommendation of William Brignac, Supervisor of Maintenance, it was moved by Hayward Boone, seconded by Freddie Jefferson, that the Board approve the low bid from Fornea 5, L.L.C.  in the amount of $2,000.00 for the demolition and removal of the old special education building at Varnado High School.  Other bids submitted: Creel Brothers, L.L.C., Franklinton, LA  - $3,800.00 and L.N.L. Grading & Hauling, Kentwood, LA - $4,500.00.  Motion carried unanimously.

 

Agenda Item #15 - Discuss and take appropriate action regarding quotes received on demolition and removal of old storage building at Mt. Hermon School (William Brignac).

 

Upon the recommendation of William Brignac, Supervisor of Maintenance, it was moved by Dan Slocum, seconded by Karl Bickham, that the Board approve the low bid from Creel Brothers, LLC, Franklinton, LA in the amount of $2,600.00 for the demolition and removed of an old storage building at Mt. Hermon School.  Other bids submitted: L.N.L. Grading & Hauling, Kentwood, LA - $3,000.00 and Kelly Alford, Kentwood, LA - $3,500.00.  Motion carried unanimously.

 

Agenda Item #16 - Consider a motion to allow Tommy Webb to purchase a 1997 Bluebird handicapped accessible bus to use as his primary bus (William Brignac).

 

Upon the recommendation of William Brignac, Supervisor of Maintenance/Transportation, it was moved by Dan Slocum, seconded by Bruce Brown, that the Board allow Tommy Webb to purchase a 1997 Bluebird handicapped accessible bus to use as his primary bus.  Motion carried unanimously.

 

Agenda Item #17 - Consider a motion to allow Terry Jenkins to purchase a 1996 school bus to use as her primary bus (William Brignac).

 

Upon the recommendation of William Brignac, Supervisor of Maintenance/Transportation, it was moved by Susanne Jones,  seconded by Bruce Brown, that the Board allow Terry Jenkins  to purchase a 1996 school bus to use as her primary bus.  Motion carried unanimously.

It was moved by Freddie Jefferson, seconded by Matthew Tate, that the Board Add to the Agenda: to employ a Louisiana Practical Nurse at Varnado Elementary School as a day by day substitute.  Motion carried unanimously.
