The Washington Parish School Board met in regular session on the above date with the following members present: Richard Thomas, Jr., Karl Bickham, Bruce Brown, Hayward Boone, Susanne Jones, Holly James, Matthew Tate, and Freddie Jefferson.  Absent: Dan Slocum.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Richard Thomas, Jr.  He welcomed School Board Attorney Wayne Kuhn, news media and guests.

 

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Consider a motion to adopt the minutes of the June 15, 2006, regular board meeting (Richard Thomas).

 

It was moved by Matthew Tate, seconded by Hayward Boone, that the Board adopt the minutes of the June 15, 2006, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 - Discuss and take appropriate action regarding recommendations from Tom Hudson, Insurance Consultant, for Excess Workers' Compensation (Beth Fussell).

 

Upon the recommendation of Beth Fussell, Director of Finance, it was moved by Susanne Jones, seconded by Holly James, that the Board approve Option 2 coverage for a two year term at an annual premium of $21,466.00 for Excess Workers' Compensation.  Motion carried unanimously.

 

Agenda Item #6 - Discuss and take appropriate action regarding Student Accident Blanket Insurance coverage for the 2006/2007 school year (Beth Fussell).

 

Upon the recommendation of Beth Fussell, Director of Finance, it was moved by Hayward Boone, seconded by Matthew Tate, that the Board approve Plan AA with ICT, New Iberia, LA with an annual premium of $30,000.00 for Student Accident Blanket Insurance coverage for the 2006/2007 school year.  Motion carried unanimously.

 

Agenda Item #7 - Discuss and take appropriate action regarding Student Accident Catastrophic Insurance Plan for the 2006/2007 school year (Beth Fussell).

 

Upon the recommendation of Beth Fussell, Director of Finance, it was moved by Freddie Jefferson, seconded by Karl Bickham, that the Board approve ICT, New Iberia, LA with an annual premium of $2,675.00 for Student Accident Catastrophic Insurance for the 2006/2007 school year.  Motion carried unanimously.

 

Agenda Item #8 - Consider a motion to assess liquidated damages against Brunt Construction, Inc. concerning Franklinton High School Renovations and Additions FLA Project No. 201030.06 (Richard Kennedy).

 

It was moved by Freddie Jefferson, seconded by Matthew Tate, that the Board assess liquidated damages against Brunt Construction, Inc. concerning Franklinton High School Renovations and Additions FLA Project No. 201030.06 in the amount of $30,500.00 and withhold $28,900.00 for an incomplete punch list.  Motion carried unanimously.

 

Agenda Item #9 - Discuss and take appropriate action regarding bids received for the purchase of School Supplies for the 2006/2007 school year (Beth Fussell).

 

Upon the recommendation of Beth Fussell, Director of Finance, it was moved by Freddie Jefferson, seconded by Susanne Jones, that the Board award bids for the purchase of School Supplies for the 2006/2007 school year as follows: Tri-Star Marketing, Inc., Lafayette, LA - $29,791.80; Venable Office, Amite, LA - $540.00; and Quill, Lincolnshire, IL - $808.65.  Motion carried unanimously.

 

Agenda Item #10 - Adopt the millage rates for the tax year 2006 (Beth Fussell).

 

Upon the recommendation of Beth Fussell, Director of Finance, it was moved by Hayward Boone, seconded by Karl Bickham, that the Board approve a resolution to adopt the following millage rate(s) for the tax year 2006:

Agenda Item #13 - Discuss and take appropriate action regarding quotes received on flooring at Angie Jr. High School (William Brignac).

 

Upon the recommendation of William Brignac, Supervisor of Maintenance, it was moved by Hayward Boone, seconded by Matthew Tate, that the Board accept the low quote from Mike's Flooring, Franklinton, LA - $4,002.76 for flooring at Angie Jr. High School.  Motion carried unanimously.  Other quotes submitted: Williams & Sons Contractors, Angie, LA - $4,300.00 and Kennedy's Decorating Center, Inc., Franklinton, LA - $5,586.25.

 

Agenda Item #14 - Discuss and take appropriate action regarding quotes received on flooring at Franklinton High School (William Brignac).       

 

Upon the recommendation of William Brignac, Supervisor of Maintenance, this item was deleted until the next meeting.

 

Agenda Item #15 - Discuss and take appropriate action regarding bids received on the Thomas Elementary School Building Design/Construction (Richard Kennedy).

 

It was moved by Freddie Jefferson, seconded by Hayward Boone, that the Board accept the low bid from Polk Construction Co, Columbia, MS - $3,430,000.00 for the Thomas Elementary School Building Design/Construction.  Motion carried unanimously.

           

Agenda Item #16 - Discuss and take appropriate action regarding Pupil Progression Plan revisions for the 2006/2007 school year (Richard Kennedy).

 

It was moved by Hayward Boone, seconded by Matthew Tate, that the Board approve the Pupil Progression Plan revisions for the 2006/2007 school year.  Motion carried unanimously.

 

Agenda Item #17 - Consider a motion to renew the contract of employment for Richard Kennedy, Assistant Superintendent (Richard Thomas).

 

It was moved by Karl Bickham, seconded by Matthew Tate, that the Board renew the contract of employment for Richard Kennedy, Assistant Superintendent for the contract period August 9, 2006 through August 8, 2009.  Motion carried unanimously.

 

Agenda Item #18 - Consider a motion to call a Special Board Meeting on Monday, July 17, 2006 at 6:00 P. M. for the purpose of discussing the character, professional competence or physical or mental health of candidates for the position of Superintendent (Richard Thomas).

 

It was moved by Matthew Tate, seconded by Bruce Brown, that the Board call a Special Board Meeting on Monday, July 17, 2006 at 6:00 P. M. for the purpose of discussing the character, professional competence or physical or mental health of candidates for the position of Superintendent and discuss and take appropriate action regarding quotes received on flooring at Franklinton High School.  Motion carried unanimously.
