The Washington Parish School Board met in regular session on the above date with the following members present: Richard Thomas, Jr., Dan Slocum, Karl Bickham, Bruce Brown, Hayward Boone, Susanne Jones, Holly James, Matthew Tate and Freddie Jefferson.  Absent: None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Richard Thomas, Jr.  He welcomed School Board Attorney Wayne Kuhn, news media and guests.

 

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Consider a motion to adopt the minutes of the March 16, 2006, regular board meeting (Richard Thomas).

 

It was moved by Matthew Tate, seconded by Susanne Jones, that the Board adopt  the minutes of the March 16, 2006, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 - Recognition of Ms. Toni Tageant=s Star Cadet Class from Franklinton High School (Dennie Fowler).

 

Students recognized from Franklinton High School's STAR Cadet class were: Mary Tate, Summer Creel, Kelly Jackson, Kaity Williams, Melissa Waskom, Heather Sullivan, Lonnie Magee and Lucy Hillburn.  The class, in its second year, is taught by Ms. Toni Tageant and are learning about the education field by supporting various teachers at the Franklinton Primary School.  The students will also report to Enon Elementary, Franklinton Elementary and Franklinton Jr. High School during the remainder of the year.

 

STAR is an acronym for Students Teaching and Reaching.  There are two classes, STAR 1 and STAR 2.  STAR 1 is the beginning level and STAR 2 is the second year program that offers a very intense internship.  When a student earns 90 hours of internship they qualify for a Career and Technical Diploma endorsement.  When the students graduate, they automatically receive their Introduction to Education course credit of three hours.

 

The Board congratulated the students and encouraged them to return to Washington Parish after receiving their degree in education.

 

Agenda Item #6 - Consider a motion to adopt a resolution that approves the filing of an application for the Department of Interior Land & Conservation Fund (Donna Alonzo).

 

It was moved by Freddie Jefferson, seconded by Holly James, that the Board adopt a resolution that approves the filing of an application for the Department of Interior Land & Conservation Fund.  Motion carried unanimously.  See attached.

 

Agenda Item #7 - Discuss and take appropriate action regarding the seeding and fertilizing of common grounds on the Franklinton Site (Dennie Fowler).

 

Upon the recommendation of Superintendent Fowler, it was moved by Karl Bickham, seconded by Bruce Brown, that the Board approve the seeding and fertilizing of common grounds on the Franklinton Site.  Motion carried unanimously.

 

Agenda Item #8 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

 

Upon the recommendation of Richard Kennedy, Personnel Director, it was moved by Karl Bickham, seconded by Bruce Brown, that the Board approve the Personnel and Transportation Adjustments as follows:

 

PERSONNEL ADJUSTMENTS

 

DISABILITY RETIREMENT

 

Thomas Jr. High School: Nellie Dillon, School Lunch Worker, Disability Retirement effective January 27, 2006.

 

SABBATICAL MEDICAL LEAVE

 

Wesley Ray Elementary: Misty Mulford, Kindergarten Teacher, Sabbatical Medical Leave effective the 2006/2007 school year.

 

RESIGNATION

 

Central Office: Justin Kennedy, Payroll Clerk, Resignation effective April 3, 2006.

 

CHANGE OF EMPLOYMENT STATUS

 

Varnado High School: Shirley Davis, Title I Technology Assistant, Leave Without Pay effective date to March 1, 2006 through May 31, 2006 TO Leave Without Pay effective March 22, 2006 through May 31, 2006.

 

TRANSFER

 

Janice Ladner, School Lunch Worker, Franklinton Jr. High School TO School Lunch Worker, Franklinton Primary School effective February 20, 2006.

Wanda Patton, School Lunch Worker, Franklinton Primary School TO School Lunch Worker, Franklinton Jr. High School effective February 20, 2006.

 

TRANSPORTATION ADJUSTMENTS

 

Franklinton School District:                                                         Extend the route of Carolyn Fussell 2.5 miles one way to pick up Christopher Babin.  Effective date: March 28, 2006.

 

Motion carried unanimously.

 

Agenda Item #9 - Superintendent's Report

 

Superintendent Fowler gave a brief update on all construction projects.  All projects are progressing.

 

Agenda Item #10 - Other business from board members.

 

Hayward Boone requested that we ask the Parish Government to spray for mosquitoes again this year.

 

Holly James thanked all for helping with the Young Americans during their visit to Franklinton.

 

Matthew Tate congratulated the STAR Cadets from Ms. Toni Tageant's class.  He suggested that the Board issue certificates to recognize these students.

 

Richard Thomas stated that a meeting with the Superintendent Search Committee was tentatively scheduled for April 11th at 6:30 P.M.
