The Washington Parish School Board met in regular session on the above date with the following members present: Richard Thomas, Jr., Dan Slocum, Karl Bickham, Bruce Brown, Hayward Boone, Susanne Jones, Holly James, Matthew Tate and Freddie Jefferson.  Absent: None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Richard Thomas, Jr.  He welcomed School Board Attorney Wayne Kuhn, news media and guests.

 

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Consider a motion to adopt the minutes of the December 8, 2005,  regular board meeting (Richard Thomas).

 

It was moved by Dan Slocum, seconded by Karl Bickham, that the Board adopt the minutes of the December 8, 2005, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 - Consider a motion to enter into executive session for the purpose of interviewing applicants for the position of Assistant Principal, Franklinton High School (Richard Kennedy).

 

It was moved by Matthew Tate, seconded by Susanne Jones, that the Board enter into executive session for the purpose of interviewing applicants for the position of Assistant Principal, Franklinton High School.  Motion carried unanimously.

 

Agenda Item #6 - Consider a motion to return to regular session.

 

It was moved by Karl Bickham, seconded by Dan Slocum, that the Board return to regular session.  Motion carried unanimously.

 

It was moved by Holly James, seconded by Karl Bickham, that the Board employ Lisa Tanner, for the position of Assistant Principal, Franklinton High School.  For: Dan Slocum, Karl Bickham, Hayward Boone, Holly James, Susanne Jones and Richard Thomas, Jr.  Against: Matthew Tate and Bruce Brown.  Abstain: Freddie Jefferson.  Motion passed.

 

Agenda Item #7 - Recognition of (PSSA) Save the Children Teachers (Mary Jones).

 

Deleted.

 

Agenda Item #8 - Franklinton Jr. High School Faculty (Richard Kennedy).

 

Diane James, spokesperson  for the Franklinton Jr. High School Faculty, read a list of grievances concerning the matter of using a daily planning period to substitute for an absent teacher.  Several other employees stated their concerns of the matter to the Board also.

 

It was moved by Freddie Jefferson, seconded by Matthew Tate, to take the concerns under advisement and respond to them within thirty (30) days.

It was moved by Freddie Jefferson, seconded by Matthew Tate, to retract the previous motion.  Motion carried unanimously.

 

It was moved by Freddie Jefferson, seconded by Matthew Tate, to refer the matter to the Personnel and Finance Committee and they will bring it back to the Board within thirty (30) days.  Motion carried unanimously.

 

Agenda Item #9 - Consider a motion to adopt a resolution to authorize the superintendent to sign the Amendment to Investment Agreement (Beth Fussell).

 

It was moved by Dan Slocum, seconded by Susanne Jones, to adopt a resolution to authorize the superintendent to sign the Amendment to Investment Agreement as follows:

 

RESOLUTION

 

To authorize the superintendent to sign the Amendment to Investment Agreement, pursuant to the provisions of Act No. 161 of the 2002 first Extraordinary Session of the Legislature of Louisiana, LA. R.S. 39.99, said Act providing for the investment of Tobacco Money of the School Board in the State Treasury in accordance with the provisions thereof.

Agenda Item #10 -  Discuss and take appropriate action regarding quotes received on replacing all 3 Tab shingles at Franklinton Primary School (William Brignac).

 

Upon the recommendation of William Brignac, Supervisor of Maintenance/Transportation, it was moved by Freddie Jefferson, seconded by Hayward Boone, that the Board accept the low quote from Williams and Sons Contractors, Angie, La. - $96,200.00.  Other quotes submitted were: Willie B. Peters, Jr., Angie, LA -  $103,180.00 and IBOS Roofing Company, Inc., Covington, LA - $104,200.00.  Motion carried unanimously.

 

Agenda Item #11 - Consider a motion to renew the contract of employment for Brenda Quin, Principal, Franklinton Primary School (Richard Kennedy).

It was moved by Karl Bickham, seconded by Dan Slocum, that the Board renew the contract of employment for Brenda Quin, Principal, Franklinton Primary School from February 2, 2006 through February 1, 2008.  Motion carried unanimously.

 

Agenda Item #12 - Discuss and take appropriate action regarding excess property in Washington Parish School Board Tax District #4 (Richard Thomas).

 

It was moved by Freddie Jefferson, seconded by Matthew Tate, that the Board declare Square 255 and Square 261, along with that portion of Fourteenth Avenue between the two located in Franklinton, Washington Parish, Louisiana, commonly known as the Franklinton High School Football and Baseball Stadiums as excess property, as the property is no longer needed for school purposes and that the best interest of the Washington Parish School Systems would be served by the sale of such lands.  Motion carried unanimously.

 

Agenda Item #13 - Discuss and take appropriate action regarding the advertisement for the sale of excess property in Washington Parish School Board  Tax District #4 (Richard Thomas).

 

It was moved by Freddie Jefferson, seconded by Matthew Tate, that the Board authorize the Washington parish School Board to proceed with the sale of the aforementioned property by sealed bids in accordance with LA R.S. 41:892, including the advertisement for sale according to state law.  Motion carried unanimously.

 

Agenda Item #14 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

 

Upon the recommendation of Richard Kennedy, Personnel Director, it was moved by Holly James, seconded by Dan Slocum, that the Board approve the Personnel and Transportation Adjustments as follows:

Extend the route of Steve Owens 1.3 miles one way to pick up Kory Hampton.  Effective date: January 6, 2006.

 

Enon Elementary School:                                                           Extend the route of Robert Mizell .6 miles one way to pick up Autumn, Jacob and Elizabeth Crowe.  Effective date: December 5, 2005.

 

Franklinton Schools:                                                                  Extend the evening route of Melaney Erwin 1.5 miles to drop off Cody and Trent Magee.  Effective date December 12, 2005.

 

Extend the route of Carolyn Fussell 27.5 miles one way to pick up Ian Sandifer.  Effective date: December 5, 2005.

 

Deduct 6.7 miles one way from the route of Carolyn Fussell.  Route change.  Effective date: January 9, 2006.

 

Extend the route of Natalie Hatteberg 1.4 miles one way to pick up Andre= Coleman. Effective date: November 28, 2005.

 

Extend the route of Janice Varnado 2 miles one way to pick up Alex Dumestre.  Effective date: November 30, 2005.

 

Pine School:                                                                              Extend the route of Wendell Vince 2 miles one way to pick up Austin Stuart.  Effective date: January 4, 2006.

 

Wesley Ray Elementary School:                                                 Extend the route of Landis Roberts 4 miles one way to pick up Zachary Seal and Kasey Woodard.

Agenda Item #15 - Superintendent's Report

 

Richard Kennedy, Assistant Superintendent, filling in for Superintendent Dennie Fowler, stated that two board meetings previously scheduled will need to be changed as follows:

Agenda Item #16 - Other business from board members.

 

Matthew Tate requested that all correspondence from Central Office be sent via email as well as postal.  Postal mail is taking a week or longer to be delivered and is not being received prior to meetings.

 

Agenda Item #17 - Consider a motion to enter into executive session under LA R.S.  42:6.1A(1) to discuss a personnel matter (Richard Thomas).

 

It was moved by Matthew Tate, seconded by Karl Bickham, that the Board enter into Executive Session under LA R.S. 42:6.1A(1) to discuss a personnel matter.  Motion carried unanimously.
