The Washington Parish School Board met in regular session on the above date with the following members present: Richard Thomas, Jr., Dan Slocum, Karl Bickham, Hayward Boone, Susanne Jones and Holly James. Absent: Freddie Jefferson, Bruce Brown and Matthew Tate.
Agenda Item #1 - Call to order
The meeting was called to order by President Richard Thomas, Jr. He welcomed School Board Attorney Wayne Kuhn, news media and guests.
Agenda Item #2 - Invocation
The invocation was given by Superintendent Dennie Fowler.
Agenda Item #3 - Pledge of Allegiance
Before the meeting was called to order, a group of students from the Franklinton High School MCJROTC marched into the Board room for the Pledge of Allegiance. After the pledge, Captain Lyle Schmitz spoke to the Board about the MCJROTC program at Franklinton High School. A Honor School Brief Sheet was given to each Board member with the following information:

Captain Schmitz, stated that the Franklinton High School MCJROTC was 2nd in the 6th Marine Corp District, which includes Louisiana, Alabama, Mississippi, Florida, North Carolina, South Carolina, Georgia, and Tennessee and was named a Honor School. Captain Schmitz introduced Gunny Sargent Jeffery Brown.
Superintendent Fowler congratulated the students and the leaders of the MCJROTC. He also thanked Principal Beverly Young for her support of this program. The Board members also congratulated all participants in the MCJROTC program for their hard work and dedication.
Agenda Item #4 - Consider a motion to adopt the minutes of the July 15, 2004, regular board meeting.
It was moved by Susanne Jones, seconded by Hayward Boone, that the Board adopt the minutes of the July 15, 2004, regular board meeting as submitted to each Board member. Motion carried unanimously.
Agenda Item #5 - Discuss and take appropriate action regarding bids received for Fencing at the New Pine School (Dennie Fowler).
Upon the recommendation of Superintendent Dennie Fowler, it was moved by Hayward Boone, seconded by Karl Bickham, that the Board accept the low bid of $45,579.00 from Triple B Construction and Fence Co., Vacherie, LA. Other bids submitted were: EBE Fence Co., New Orleans, LA - $53,000.00; St.Tammany Fence Co., Kenner, LA - $49,730.00; Scott Fence USA, LLC, Baton Rouge, LA - $49,448.00; Arrow Fence Co., Baton Rouge, LA - $49,850.00 and Chamico, Inc., Bogalusa, LA - $82,200.00. Motion carried unanimously.
Agenda Item #6 - Discuss and take appropriate action regarding bids received on a Water Well at the New Pine School (Dennie Fowler).
Upon the recommendation of Superintendent Dennie Fowler, it was moved by Susanne Jones, seconded by Karl Bickham, that the Board reject the only bid received from Griner Drilling Service, Columbia, MS in the amount of $219,300.00. Motion carried unanimously.
Agenda Item #7 - Discuss and take appropriate action regarding student transfer requests for the 2004/2005 school year (Karen Spears).
