The Washington Parish School Board met in regular session on the above date with the following members present: Richard Thomas, Jr., Dan Slocum, Karl Bickham, Bruce Brown, Hayward Boone, Susanne Jones, Holly James, Matthew Tate and Freddie Jefferson. Absent: None.
Agenda Item #1 - Call to order
The meeting was called to order by President Richard Thomas. He welcomed School Board Attorney Wayne Kuhn, news media and guests.
Agenda Item #2 - Invocation
The invocation was given by Bruce Brown.
Agenda Item #3 - Pledge of Allegiance
Agenda Item #4 - Consider a motion to adopt the minutes of the March 11, 2004, regular board meeting.
It was moved by Matthew Tate, seconded by Susanne Jones, that the Board adopt the minutes of the March 11, 2004, regular board meeting as submitted to each Board member. Motion carried unanimously.
Agenda Item #5 - Consider a motion to advertise for bids for a fiber link from Central Office to Franklinton Primary School (Jimmy Thigpen).
It was moved by Karl Bickham, seconded by Hayward Boone, to authorize Jimmy Thigpen to advertise for a fiber link from Central Office to Franklinton Primary School. Motion carried unanimously.
Agenda Item #6 - Consider a motion to adopt revised Washington Parish School Board Policy File: GBM - Personnel Transfer (Richard Kennedy).
It was moved by Holly James, seconded by Matthew Tate, that this policy be tabled until the next board meeting. Motion carried unanimously.
Agenda Item #7 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).
It was moved by Susanne Jones, seconded by Holly James, that the Board approve the following Personnel and Transportation Adjustments, as recommended by Richard Kennedy, Assistant Superintendent:

Franklinton Primary School: Luvenia Jenkins, Special Education Paraprofessional, Retirement Resignation effective June 1, 2004.

Wesley Ray Elementary School: Janice Pigott, Regular Teacher, Retirement Resignation effective June 1, 2004.

TRANSPORTATION ADJUSTMENTS
WESLEY RAY SCHOOL: Extend the route of Yvonne Brumfield 5.9 miles one way to pick up Toby Heyer. Effective date: February 17, 2004.
It was moved by Freddie Jefferson, seconded by Bruce Brown, to amend the motion to separate the personnel recommendation by the Director of Personnel for the Supervisor of Payroll position and take action on that position separately. For: Freddie Jefferson, Bruce Brown, and Matthew Tate. Against: Dan Slocum, Karl Bickham, Hayward Boone, Susanne Jones, Richard Thomas, and Holly James. Motion failed.
It was moved by Matthew Tate, seconded by Bruce Brown, that the Board enter into Executive Session for the purpose of tallying the scores of the Supervisor of Payroll applicants. Mr. Richard Thomas asked if the Board was going to discuss any employee. For: Karl Bickham, Bruce Brown, Freddie Jefferson, and Matthew Tate. Against: Holly James, Richard Thomas, Dan Slocum, Hayward Boone, and Susanne Jones. Motion failed.

Agenda Item #8 - Superintendent's Report
Superintendent Fowler called a special Board meeting on April 8, 2004 to discuss Design Development for projects and Budget reports.
It was moved by Hayward Boone, seconded by Susanne Jones, to Add to agenda: Consider a motion to call a special board meeting on Thursday, April 8, 2004, 6:30 P.M. Motion carried unanimously. Richard Kennedy, Assistant Superintendent, stated that he would be advertising for the Payroll Clerk for the next two weeks.
Agenda Item #9 - Other business from board members
Bruce Brown suggested that from this point forward that two (2) Board members be on each hiring committee, preferably one from the Personnel committee and one other board member. This suggestion will be turned over to the Personnel committee. This will also be added to the special board meeting on April 8, 2004. Personnel committee meeting called for April 5, 2004.
Holly James requested that each Board member return the Superintendent Evaluation form to her at the April 5th or April 8th meeting. She also stated that the Board would go into executive session at the April 22, 2004 meeting to discuss the evaluation.
