The Washington Parish School Board met in regular session on the above date with the following members present: Richard Thomas, Jr., Dan Slocum, Karl Bickham, Bruce Brown, Hayward Boone, Susanne Jones, Holly James, Matthew Tate and Freddie Jefferson. Absent: None.
Agenda Item #1 - Call to order
The meeting was called to order by President Richard Thomas. He welcomed School Board Attorney Wayne Kuhn, news media and guests.

The invocation was given by Bruce Brown.
Agenda Item #3 - Pledge of Allegiance
Agenda Item #4 - Consider a motion to adopt the minutes of the January 29, 2004, regular board meeting.
It was moved by Susanne Jones, seconded by Karl Bickham, that the Board adopt the minutes of the January 29, 2004, regular board meeting as submitted to each board member. Motion carried unanimously.
Agenda Item #5 - Presentation by Washington St.-Tammany Electric Cooperative (Dennie Fowler).
Bob Bateman, Manager of Cooperative Affairs, Washington St. Tammany Electric Cooperative, Inc., presented a proposal to provide electric service to the new Pine School.
Agenda Item #6 - Consider a motion to adopt revised Washington Parish School Board Policy File: GCRJ - Substitutes for Support Personnel (Richard Kennedy).
It was moved by Hayward Boone, seconded by Susanne Jones, to adopt revised Washington Parish School Board Policy File: GCRJ - Substitutes for Support Personnel. Motion carried unanimously.
Agenda Item #7 - Discuss and take appropriate action regarding adoption of policies and procedures of the Time Distribution System for employees paid with federal funds (Donna Alonzo).
It was moved by Matthew Tate, seconded by Freddie Jefferson, to adopt the policies and procedures of the Time Distribution System for employees paid with federal funds. Motion carried unanimously.
Agenda Item #8 - Consider a motion to adopt the 2004/2005 school calendar (Dennie Fowler).

Agenda Item #9 - Discuss and take appropriate action regarding quotes received on a Portable Building at Franklinton Primary School (William Brignac).
Supervisor William Brignac reviewed the quotations received on a portable building at Franklinton Primary School, which were as follows: Better Built Portable Buildings - $2,795.00; H.O.B. Materials - $2,883.00; Johnson Portable Buildings, Inc. - $3,480.00, and Lifetime Buildings LLC - $4,450.00. Upon the recommendation of Mr. Brignac, it was moved by Dan Slocum, seconded by Hayward Boone, that the Board accept the quotation submitted by Better Built Portable Buildings, in the amount of $2,795.00, for the portable building at Franklinton Primary School. Motion carried unanimously.
Agenda Item #10 - Consider a motion to approve Student Transfer Requests (Dennie Fowler).
It was moved by Karl Bickham, seconded by Susanne Jones, that the Board approve the following student transfer requests, as recommended by Karen Spears, Supervisor of Child Welfare and Attendance:

ANGIE/WESLEY RAY SCHOOLS: Extend the route of Steve Owens 3.2 miles one way to pick up Ericka & Kamerhon Moses. Effective date: February 4, 2004.
ENON SCHOOL: Extend the route of Aulton Carter 1.8 miles one way to pick up Kimberly & Rachel Williams; Matt, Lauren & Christian Welch. Effective date: January 26, 2004.
Deduct 2 miles one way from the route of Aulton Carter (student no longer on route). Effective date: February 2, 2004.
Extend the route of Robert Mizell 2.1 miles one way to pick up James Druhet, Ivan Darensbourg, Tyler Genderon, and Morgan Thigpen. Effective date: January 20, 2004.
Deduct 1.9 miles one way from the route of Robert Mizell (students no longer on route). Effective date: January 26, 2004.
FRANKLINTON SCHOOLS: Extend the route of Carolyn Fussell 9 miles one way to pick up Travis King. Effective date: February 16, 2004.
Deduct 2 miles one way from the route of Natalie Hatteberg (change of route). Effective date: February 4, 2004.

At the request of Karen Spears, Supervisor of Transportation and Child Welfare, it was moved by Susanne Jones, seconded by Holly James, that the following item be added to the agenda: Consider a motion to approve Bus Operator Wilda Rhoden's request to purchase a 1988 International bus from Glen Thomas to be used as a spare bus, not replacing her current bus. Agenda Item #12 - Superintendent's Report
Superintendent Fowler stated that he had went before the Town Council and had the property south of Franklinton annexed into the township of Franklinton. William Brignac met with the Zoning Commission to make sure that all is in order for the school to be built on the property. The property should be zoned R1, which is Residential 1, and schools are allowed in that zoning category.
Agenda Item #13 - Other business from board members.
Board members congratulate all High School teams that made the playoffs.
President Richard Thomas stated that we would move to the media center to continue the meeting and allow for the presentation of Sam Fauntleroy, Architect, and Carothers, Construction Management Team on the construction projects.
Agenda Item #14 - Discuss and take appropriate action on the Schematic Design of the Pine Jr. and Sr. High School, Franklinton Elementary and Franklinton High School projects (Dennie Fowler).
It was moved by Hayward Boone, seconded by Dan Slocum, that the Board approve the Schematic Design of the Pine Jr. and Sr. High School, Franklinton Elementary and Franklinton High School projects as presented by Sam Fauntleroy, Architect and Chris Baeuerle, Carothers Construction, Inc. Motion carried unanimously.
