The Washington Parish School Board met in special session on the above date with the following members present: President Richard N. Thomas, Karl Bickham, Hayward Boone, Susanne Jones, Bruce Brown, Holly James and Matthew Tate.  Absent: Dan Slocum and Freddie Jefferson.

 

Agenda Item #1 - Call to Order

 

The meeting was called to order by President Richard Thomas.  He welcomed the news media and guests.

 

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Discuss and take appropriate action regarding Reading First grant, including authorization to advertise for the positions of Reading First Reading Content Leader, Reading First Interventionist and three (3) Reading First Paraprofessionals (Dennie Fowler).

 

Supervisor Mary Jones reviewed Reading First, a federal allocation of funds on a competitive basis for K-3 reading.  Washington Parish was awarded a first-round grant of $319,421.70.  Initially the program will be implemented at Franklinton Primary School and the requested positions will be housed at Franklinton Primary School, as required by the grant.  It was moved by Hayward Boone and seconded by Bruce Brown that the board authorize advertisement for the positions of Reading First Reading Content Leader, Reading First Interventionist and three (3) Reading First Paraprofessionals.  Motion carried unanimously.  Advertising dates will be December 23, 2003 through January 7, 2004.  These positions are contingent upon the Washington Parish School System continuation of funds through the Reading First grant.

 

Agenda Item #5 - Discuss and take appropriate action regarding authorization to advertise for the position of Grant Accountant (Dennie Fowler).

 

Beth Fussell, Director of Finance, briefly reviewed the position of Grant Accountant.  The salary for the position will be funded by indirect cost from federal funds and Reading First Grant.  It was moved by Susanne Jones and seconded by Holly James that the board authorize advertisement for the position of Grant Accountant.  Motion carried unanimously.  Advertising dates will be December 23, 2003 through January 7, 2004. 

 

Agenda Item #6 - Discuss and take appropriate action regarding change order for Angie Jr. High School renovation grant (Dennie Fowler).

 

Superintendent Fowler reviewed the proposed change order for installing vinyl soffit at Angie Jr. High School, as requested by Principal, Randy Branch.  This additional work will be paid by Angie Jr. High School contingency funds.  It was moved by Hayward Boone, seconded by Bruce Brown that the board approve a change order for installing vinyl soffit at Angie Jr. High School by Dunn Construction, Haynesville, LA  in the amount of $27,150.00.  Motion carried unanimously.

 

Agenda Item #7 - Consider a motion to adjourn.

 

It was moved by Matthew Tate, seconded by Bruce Brown, that the board adjourn.  Motion carried unanimously.
