The Washington Parish School Board met in special session on the above date with the following members present: President Richard N. Thomas, Karl Bickham, Bruce Brown, Hayward Boone, Harold Smith, Holly James, Juanita Barker, and Freddie Jefferson. Absent: Susanne Jones.
Agenda Item #1 - Call to order.
The meeting was called to order by President Thomas. He welcomed news media, School Board Attorney Wayne Kuhn, and guests.
Agenda Item #2 - Invocation.
The invocation was given by Bruce Brown.
Agenda Item #3 - Pledge of Allegiance.
Agenda Item #4 - Discuss and take appropriate action regarding the Board's property and liability insurance (Dennie Fowler).
Tom Hudson of Norris Insurance Consultants, Inc., reviewed the two quotations received for the Board's property and liability insurance, as follows: See Attached. Mr. Hudson reviewed the quotes in detail, pointing out the differences in coverage/premiums between the companies. After lengthy discussion, it was moved by Hayward Boone, seconded by Holly James, that the Board accept Tom Hudson's recommendation and award property and liability insurance coverage to Zurich Insurance Co., as follows:
- Accept Zurich's proposal - Column 2 ($473,974);
- Add to that proposal a deductible for general liability of $25,000.00, for an annual
premium savings of $29,882.00 (-$29,882);
- Include under property - building and contents (Item F10) extra expense at $100,000.00, for an annual premium of $1,131 (+$1,131);
- Item D, umbrella liability - Authorize Charles Northern, the Board's agent for Risk Service of Louisiana, to go to the underwriters with a commitment to place the umbrella at $1 million, for a premium not to exceed $40,000.00 annual premium (+40,000).
Motion carried unanimously.
Agenda Item #5 - Consider a motion to employ a Special Education Accounting Clerk (Richard Kennedy).
It was moved by Freddie Jefferson, seconded by Juanita Barker, that the Board employ Lisa S. Williams as Special Education Accounting Clerk effective October 14, 2002. Motion carried unanimously.
Agenda Item #6 - Consider a motion to enter into executive session for the purpose of discussing Moses vs. Washington Parish School Board (Richard Thomas).
It was moved by Hayward Boone, seconded by Bruce Brown, that the Board enter into executive session for the purpose of discussing Moses vs. Washington Parish School Board. Motion carried unanimously.
Agenda Item #7 - Consider a motion to return to regular session.
It was moved by Karl Bickham, seconded by Bruce Brown, that the Board return to regular session. Motion carried unanimously.
President Thomas directed Wayne Kuhn, School Board Attorney, to file responsive pleadings.
Agenda Item #8 - Consider a motion to adjourn.
It was moved by Hayward Boone, seconded by Holly James, that the Board adjourn.
Motion carried unanimously.
