The Washington Parish School Board met in regular session on the above date with the following members present: President Richard N. Thomas, Karl Bickham, Hayward Boone, Susanne Jones, Harold Smith, Holly James, Juanita Barker, and Freddie Jefferson. Absent: Bruce Brown.

It was moved by Karl Bickham, seconded by Hayward Boone, that the Board adopt the minutes of the June 13, 2002, regular board meeting, as submitted to each board member. Motion carried unanimously.
Agenda Item #5 - Recognition of Ashlee Thomas, State FFA Officer (Dennie Fowler).
Superintendent Fowler introduced Ashlee Thomas to the Board. Ashlee is an active member of the Mt. Hermon High School Future Farmers of America and was recently elected Parliamentarian of the State Future Farmers of America. Superintendent Fowler and board members commended Ashlee on her many accomplishments.
Agenda Item #6 - Discuss and take appropriate action regarding quotations received for purchase and installation of vinyl flooring at Franklinton Primary School (William Brignac).
William Brignac, Supervisor, reviewed the quotations received for purchase and installation of vinyl flooring at Franklinton Primary School, which were as follows: Carpet Wholesalers - $4,217.00; Kennedy's Decorating Center - $4,338.66; and Decorating Showroom - $4,479.13. Upon the recommendation of William Brignac, it was moved by Freddie Jefferson, seconded by Hayward Boone, that the Board accept the low quotation in the amount of $4,217.00, submitted by Carpet Wholesalers, for purchase and installation of vinyl flooring at Franklinton Primary School. Motion carried unanimously.
Agenda Item #7 - Discuss and take appropriate action regarding quotations received for purchase and installation of carpet and vinyl flooring at Mt. Hermon School (William Brignac).
William Brignac reviewed the quotations received for purchase and installation of carpet and vinyl flooring at Mt. Hermon School, which were as follows: Carpet Wholesalers - $7,039.00; Kennedy's Decorating Center - $7,635.73; and Thomas Brothers Contractors - $12,772.50. Upon the recommendation of William Brignac, it was moved by Harold Smith, seconded by Juanita Barker, that the Board accept the low quotation in the amount of $7,039.00, submitted by Carpet Wholesalers, for purchase and installation of carpet and vinyl flooring at Mt. Hermon School. Motion carried unanimously.
Agenda Item #8 - Discuss and take appropriate action regarding quotations received for purchase and installation of carpet at Franklinton Jr. High School (William Brignac).
William Brignac reviewed the quotations received for purchase and installation of carpet at Franklinton Jr. High School, which were as follows: Carpet Wholesalers - $3,552.00; Decorating Showroom - $6,346.32; and Kennedy's Decorating Center - $6,357.78. Upon the recommendation of William Brignac, it was moved by Karl Bickham, seconded by Freddie Jefferson, that the Board accept the low quotation in the amount of $3,552.00, submitted by Decorating Showroom, for purchase and installation of carpet at Franklinton Jr. High School. Agenda Item #10 - Discuss and take appropriate action regarding Student Accident Insurance coverage (Beth Fussell).
Beth Fussell, Director of Finance, reviewed the recommendation from Norris Insurance Consultants for placement of student accident insurance for the 2002/2003 school year. Upon the recommendation of John Norris, the board=s insurance consultant, it was moved by Hayward Boone, seconded by Karl Bickham, that Guarantee Trust Insurance Company be awarded the contract for the following student accident insurance coverage for a one-year period effective August 1, 2002: (A) Basic Plan - Premium: $20,500; (B) Catastrophic Plan, Junior High School - Premium: Included in policy in (C); (C) Catastrophic Plan - Premium: $2,523. Motion carried unanimously.
Agenda Item #11 - Consider a motion to change the position of Safe and Drug-Free Schools Coordinator from nine (9) months to ten (10) months and require guidance certification (Richard Kennedy).
It was moved by Freddie Jefferson, seconded by Harold Smith, that the Board change the position of Safe and Drug-Free Schools Coordinator from nine (9) months to ten (10) months and require guidance certification. Motion carried unanimously. Mr. Kennedy informed the Board that the position will be advertised for the next two (2) weeks.
