The Washington Parish School Board met in regular session on the above date with the following members present: President Richard N. Thomas, Karl Bickham, Susanne Jones, Harold Smith, Holly James, Juanita Barker, and Freddie Jefferson. Absent: Bruce Brown and Hayward Boone.

It was moved by Juanita Barker, seconded by Karl Bickham, that the Board adopt the minutes of the June 28, 2001, regular board meeting, as submitted to each board member. Motion carried unanimously.
Agenda Item #5 - Discuss and take appropriate action regarding bids received for a concrete driveway at Varnado High School (William Brignac).
It was moved by Freddie Jefferson, seconded by Susanne Jones, that the Board delete this item. Motion carried unanimously. This item will be placed on the August 9, 2001, board meeting agenda.
Agenda Item #6 - Consider a motion to adopt the millage rate(s) for the tax year 2001 (Adren Raybourn).
It was moved by Karl Bickham, seconded by Harold Smith, that the Board adopt the following resolution adopting the millage rate(s) for the tax year 2001:

As a recommendation from the Transportation Committee, Susanne Jones requested that the following item be added to the agenda: Consider a motion to employ Carolyn Fussell, who is presently a Special Education Bus Attendant, as Bus Operator for the additional Special Education route. Motion carried unanimously. In response to a recommendation at a prior meeting by Bobby Pierce, Safe and Drug-Free Schools Coordinator, it was moved by Susanne Jones, seconded by Harold Smith, that the following item be added to the agenda: Consider a motion to implement an In-School Suspension Program at Franklinton Elementary School to serve both Franklinton Elementary School and Enon Elementary School, and employ Christian Henn in this teaching slot as a regular teacher (CERTIFIED). Motion carried unanimously. It was moved by Holly James, seconded by Susanne Jones, that the Board implement an In-School Suspension Program at Franklinton Elementary School to serve both Franklinton Elementary School and Enon Elementary School, and employ Christian Henn in this teaching slot as a regular teacher (CERTIFIED). At the request of Superintendent Fowler, it was moved by Freddie Jefferson, seconded by Karl Bickham, that the following item be added to the agenda: Discuss and take appropriate action regarding the Board's participation in the Pre-GED Option 3 program, which will include hiring a bus operator and teacher/counselor for the program, to be housed at Louisiana Technical College, Sullivan Campus. Motion carried unanimously. Following discussion, it was moved by Juanita Barker, seconded by Susanne Jones, that the Board authorize participation in the Pre-GED Option 3 program, which will include hiring a bus operator and teacher/counselor for the program, to be housed at Louisiana Technical College, Sullivan Campus. Motion carried unanimously. This program will give another option to students who are at least 16 years of age and have failed the 8th grade LEAP 21 for one or two years. They will work towards acquiring a General Equivalency Diploma, as well as learn a trade skill. At the request of Superintendent Fowler, it was moved by Karl Bickham, seconded by Susanne Jones, that the following item be added to the agenda: Consider a motion to authorize payment of a stipend in the amount of $1,200.00 to host school principals for summer school. Motion carried unanimously. Agenda Item #11 - Other business from board members.
Holly James mentioned information board members received from Eathel Seal, Supervisor of Child Welfare and Attendance, regarding school attendance. Washington Parish=s attendance rate was the highest in the state for the 1999-2000 school year.
Freddie Jefferson suggested that, at the next committee meeting, the Board re-visit the case load of counselors.
