The Washington Parish School Board met in regular session on the above date with the following members present: President Richard N. Thomas, Karl Bickham, Hayward Boone, Susanne Jones, Harold Smith, Holly James and Freddie Jefferson.  Absent: Juanita Barker and Bruce Brown.

 

Agenda Item #1 - Call to order.

 

The meeting was called to order by President Thomas.  He welcomed School Board Attorney Wayne Kuhn, news media and guests.

 

Agenda Item #2 - Invocation.

 

The invocation was given by Freddie Jefferson.

 

Agenda Item #3 - Pledge of Allegiance.

 

Agenda Item #4 - Consider a motion to adopt the minutes of the March 29, 2001, regular board meeting.

 

It was moved by Holly James, seconded by Hayward Boone, that the Board adopt the minutes of the March 29, 2001, regular board meeting, as submitted to each board member.  Motion carried unanimously.

 

Agenda Item #5 - Consider a motion to authorize advertisement for bids for the purchase of Food and Supplies for the School Lunch Program for the 2001/2002 school year (Marsha Newman).

 

Upon the recommendation of Marsha Newman, Supervisor of School Food Service, it was moved by Freddie Jefferson, seconded by Harold Smith, that the Board authorize advertisement for bids for the purchase of Food and Supplies for the School Lunch Program for the 2001/2002 school year.  Motion carried unanimously.

 

Agenda Item #6 - Consider a motion to authorize advertisement for bids for the purchase of Bakery Products, Milk and Ice Cream for the School Lunch Program for the 2001/2002 school year (Marsha Newman).

 

Upon the recommendation of Marsha Newman, Supervisor of School Food Service, it was moved by Hayward Boone, seconded by Karl Bickham, that the Board authorize advertisement for bids for the purchase of Bakery Products, Milk and Ice Cream for the School Lunch Program for the 2001/2002 school year.  Motion carried unanimously.

 

Agenda Item #7 - Consider a motion to authorize advertisement for bids for the purchase of School Supplies for the 2001/2002 school year (Adren Raybourn).

 

Upon the recommendation of Adren Raybourn, Director of Finance, it was moved by Freddie Jefferson, seconded by Harold Smith, that the Board authorize advertisement for bids for the purchase of School Supplies for the 2001/2002 school year.  Motion carried unanimously.

 

Agenda Item #8 - Consider a motion to adopt a Resolution authorizing Robert A. Johnson, Supervisor, to negotiate a contract with the Louisiana Department of Social Services for the FIND Work Program (Robert Johnson).

 

It was moved by Harold Smith, seconded by Hayward Boone, that the Board adopt the following resolution:

 

                                                               R E S O L U T I O N

 


BE IT RESOLVED, that the Washington Parish School Board hereby authorizes Robert A. Johnson, Supervisor, and his successors in office to negotiate on all terms and conditions that he may deem advisable, a contract or contractor of the Louisiana Department of Social Services, for the FIND Work program, with the effective date of July 1, 2001, and to execute said documents on behalf of the Washington Parish School Board; and, further, we do hereby give him the power and authority to do all things necessary to implement, maintain, amend, and review said documents.

 

Motion carried unanimously.

Agenda Item #9 - Consider a motion to authorize advertisement for bids for the purchase of a 2001 Van for the Title I Program (T. J. Butler, Jr.).

 

Upon the recommendation of T. J. Butler, Jr., Supervisor of Federally Assisted Programs, it was moved by Harold Smith, seconded by Karl Bickham, that the Board authorize advertisement for bids for the purchase of a 2001 Work/Cargo Van for the Title I Program.  Motion carried unanimously.

 

Agenda Item #10 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

 

It was moved by Karl Bickham, seconded by Susanne Jones, that the Board approve the following Personnel and Transportation Adjustments, as recommended by Richard Kennedy, Assistant Superintendent:

RESIGNATION:

 

Franklinton Jr. High School: April Archote, Title I Technology Assistant, Resignation effective May 1, 2001.

 

Pine School: Shanda Passman, School Food Service Worker, Resignation effective April 10, 2001.

 

CHANGE OF LEAVE STATUS:

 

Mt. Hermon School: Tanna Brumfield, Regular Teacher, FROM Leave Without Pay effective February 14, 2001, through May 31, 2001, TO Leave Without Pay effective February 14, 2001, through April 2, 2001.

 

REQUEST FOR SABBATICAL LEAVE:

 


Mt. Hermon School: Theresa G. Grabert, Regular Teacher, Sabbatical Medical Leave effective the entire 2001/2002 school year.

 

Pine School: Ricky J. Payne, Sabbatical Leave for Professional Improvement effective the entire 2001/2002 school year.

 

                                                   TRANSPORTATION ADJUSTMENTS

 

FRANKLINTON SCHOOLS:                   Extend the route of Wilda Rhoden .8 mile one way to pick up Kyle Brumfield, son of Sally Brumfield.  Effective date: March 26, 2001.

 

Extend the route of Juanita Tullos 1.3 miles one way to pick up two (2) Special Education students.  Effective date: March 26, 2001.

 

Extend the route of Leontine Wascom 2.5 miles one way to pick up Marlin Vannest and Floyd Landry, sons of Melba Kirkland.  Effective date: April 4, 2001.

 

WESLEY RAY SCHOOL:                       Extend the route of Yvonne Brumfield 1.0 mile one way                                                                                            to pick up a Special Education student.  Effective date:                                                                                    March 27, 2001.

 

Motion carried unanimously.

 

Agenda Item #11 - Superintendent=s Report.

 

Superintendent Fowler informed the Board of a recent donation by United Centenary Methodist Church of two 14-ton air conditioning units to Franklinton Primary School to be installed in the R. W. Johnson Auditorium.  The maintenance crew will install the units.  The cost of installation ($4,900 - $5,400) will be taken from Franklinton Primary School contingency fund.

It was moved by Harold Smith, seconded by Susanne Jones, that the Board adjourn.  Motion carried unanimously.
