The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Karl Bickham, Juanita Barker, Hayward Boone, Richard N. Thomas, Bruce Brown, and Freddie Jefferson.  Absent: Holly James and Susanne Jones.

 

Agenda Item #1 - Call to order.

 

The meeting was called to order by President Smith.  He welcomed School Board Attorney Wayne Kuhn, guests, and news media.

 

Agenda Item #2 - Invocation.

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance.

 

Agenda Item #4 - Consider a motion to adopt the minutes of the July 13, 2000, regular board meeting.

 

It was moved by Juanita Barker, seconded by Hayward Boone, that the Board adopt the minutes of the July 13, 2000, regular board meeting, as submitted to each board member.  Motion carried unanimously.

 

Agenda Item #5 - Discuss and take appropriate action regarding bids received for the sale of one (1) Wurlitzer Baby Grand Piano located at Franklinton High School (William Brignac).

 

Supervisor William Brignac reported that only one (1) bid was received for the sale of the Wurlitzer piano at Franklinton High School, and that bid was submitted by Clay Magee in the amount of $300.00.  Since a minimum bid of $500.00 was required, Mr. Magee's bid did not meet specifications; however, Principal Beverly Young approved accepting Mr. Magee's bid.  It was moved by Freddie Jefferson, seconded by Bruce Brown, that the Board accept the bid submitted by Clay Magee in the amount of $300.00.  Motion carried unanimously.

 

Agenda Item #6 - Consider a motion to authorize advertisement for bids for the sale of sixty (60) light fixtures removed from Varnado High School football field (William Brignac).

 

It was moved by Hayward Boone, seconded by Juanita Barker, that the Board authorize advertisement for bids for the sale of sixty (60) Incandescent Light Fixtures at Varnado High School.  Motion carried unanimously.  Sealed bids will be accepted until 11:00 A.M., Friday, September 8, 2000, the time of the bid opening.

 

Agenda Item #7 - Discuss and take appropriate action regarding bids received for the purchase of Bakery Products for the School Lunch Program for the 2000/2001 school year (Marsha Newman).

 

Marsha Newman, School Food Service Supervisor, presented bread bid tabulations to the Board, as follows:

It was moved by Freddie Jefferson, seconded by Richard Thomas, that the Board accept Mrs. Newman's recommendation and award bid for purchase of Bakery Products for the School Lunch Program for the 2000/2001 school year to Cotton's.  Motion carried unanimously.  Flowers Baking Co. faxed a bid, but since the specifications called for sealed bids, Flowers' bid was not accepted.

 

Agenda Item #8 - Consider a motion to adopt the adjusted ad valorem tax millage rate(s) for the year 2000 (Adren Raybourn).

 

It was moved by Hayward Boone, seconded by Juanita Barker, that the Board levy the following adjusted millage rates, as required by Article VII, Section 23 (B) and (C) of the 1974 Louisiana Constitution and LSA-R.S.47:1705(B)(1), for school purposes, on the dollar assessed valuation of all property subject to ad valorem taxation within the School District(s) for the year 2000, for the purpose of raising revenue:

Agenda Item #9 - Consider a motion to adopt the adjusted ad valorem tax millage rate(s) after Reassessment, and roll forward the millage to a rate(s) not to exceed the prior year's maximum millage for the tax year 2000 (Adren Raybourn).

 

In accordance with Article VII, Section 23 (B) and (C) of the 1974 Louisiana Constitution and LSA-R.S. 47:1705 (B) (2), it was moved by Freddie Jefferson and seconded by Karl Bickham, that the Board adopt the adjusted ad valorem tax millage rate(s) after Reassessment and roll forward the millage to a rate(s) not to exceed the prior year=s maximum on Constitutional Tax, General Operational Tax, General M & O Tax, and the Angie School District Tax, for school purposes, on all taxable property within the School District(s) shown on the Official Assessment Roll for the Year 2000.

Agenda Item #11 - Consider a motion to authorize purchase of twelve (12) Panasonic Camcorders - Modified and twenty (20) Camcorder enclosures for school buses (Eathel Seal).

 

Upon the recommendation of Eathel Seal, Supervisor of Child Welfare and Attendance/Visiting Teacher, it was moved by Hayward Boone, seconded by Freddie Jefferson, that the Board authorize purchase of twelve (12) Panasonic Camcorders - Modified and twenty (20) Camcorder enclosures for school buses, and authorize Ms. Seal to purchase a supply of video tapes.  Motion carried unanimously.

 

Agenda Item #12 - Discuss and take appropriate action regarding Personnel Adjustments (Richard Kennedy).

 

It was moved by Karl Bickham, seconded by Bruce Brown, that the following Personnel Adjustments be approved, as recommended by Richard Kennedy, Assistant Superintendent, and authorize Mr. Kennedy to hire any remaining teaching personnel needed prior to opening of school, with the Board ratifying his action at the August 24, 2000, board meeting:

Agenda Item #13 - Superintendent's Report.

 

Superintendent Fowler reported on the 8th Grade Summer School Leap 21 re-test results.  Parishwide, of the  total of 108 students tested, 36.2% passed and 63.8% failed.  He stated that most of the students who failed the re-test increased their scores from those on the test administered in March, 2000.
