The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Karl Bickham, Juanita Barker, Holly James, Susanne Jones, Hayward Boone, Bruce Brown and Freddie Jefferson.  Absent: Richard N. Thomas.

 

Agenda Item #1 - Call to order.

 

The meeting was called to order by President Smith.  He welcomed School Board Attorney Wayne Kuhn, guests, and news media.

 

Agenda Item #2 - Invocation.

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance.

 

Agenda Item #4 - Consider a motion to adopt the minutes of the May 25, 2000, regular board meeting.

 

It was moved by Holly James, seconded by Susanne Jones, that the Board adopt the minutes of the May 25, 2000, regular board meeting, as submitted to each board member.  Motion carried unanimously.

 

Agenda Item #5 - Discuss and take appropriate action regarding Intergovernmental Cooperative Agreement between Washington Parish School Board and Washington Parish Fire Protection District No. 4 (Richard Thomas).

 

In the absence of Richard Thomas, Superintendent Fowler reviewed this item.  It was moved by Bruce Brown, seconded by Hayward Boone, that the Board enter into an Intergovernmental Cooperative Agreement with Washington Parish Fire Protection District No. 4, as follows: SEE ATTACHED.  Motion carried unanimously.

 

Agenda Item #6 - Consider a motion to authorize advertisement on August 30, 2000, that a Public Hearing on the Washington Parish School Board Budgets will be held September 14, 2000, at 6:00 P.M. (Adren Raybourn).

 

Upon the recommendation of Adren Raybourn, Director of Finance, it was moved by Hayward Boone, seconded by Susanne Jones, that the Board authorize advertisement on August 30, 2000, that a Public Hearing on the Washington Parish School Board Budgets will be held September 14, 2000, at 6:00 P.M.  Motion carried unanimously.

 

Agenda Item #7 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

 

It was moved by Freddie Jefferson, seconded by Hayward Boone, that the following Personnel Adjustments be approved, as recommended by Richard Kennedy, Assistant Superintendent:

RESIGNATION:

 

Franklinton High School: Samuel Nugent, Regular Teacher, Resignation effective June 2, 2000.

 

Thomas Jr. High School: John Carter, Regular Teacher, Resignation effective July 31, 2000, and waive the requirement of returning to service for one year following a medical sabbatical leave for the 1999/2000 school year.

 

Pine School: Rebecca Graves, Regular Teacher, Resignation effective June 8, 2000.

 

RESCINDMENT OF SABBATICAL LEAVE:

 

Franklinton Primary School: Deborah Burris, Regular Teacher, Rescindment of Sabbatical Leave effective the Fall semester of the 2000/2001 school year.

 

TRANSFER:

 

Deborah Burris, Regular Teacher, Franklinton Primary School, TO Guidance Services, Mt. Hermon School, effective the 2000/2001 school year only.

Franklinton High School: Sandra S. Varnado, Regular Teacher, effective the 2000/2001 school year only (TEMPORARY EMPLOYMENT PERMIT).

 

Pine School: Tracy Edwards, Pre-School Starting Points Teacher, effective the 2000/2001 school year only (CERTIFIED).

 

Pine School: Barbara Gerald, Starting Points Paraprofessional, effective the 2000/2001 school year only.

 

Pine School: Jan Elizabeth Husser, Regular Teacher, effective the beginning of the 2000/2001 school year - CERTIFIED (replacing Rebecca Graves).

 

Thomas Jr. High School: Kimberly Jones, Regular Teacher, effective the beginning of the 2000/2001 school year - CERTIFIED (replacing John Carter).

 

Parishwide: Patricia Smith, Educational Diagnostician, effective the beginning of the 2000/2001 school year (CERTIFIED).

Agenda Item #8 - Superintendent's Report.

 

Superintendent Fowler reported that 115 out of a possible 122 students are attending the English/Language Arts portion of summer school.  Also, one (1) bus was cut, so five (5) buses are operating at the present time.

 

At the request of Adren Raybourn, Director of Finance, it was moved by Karl Bickham, seconded by Susanne Jones, that the following item be added to the agenda:  Consider a motion to authorize advertisement that a Public Hearing will be held August 10, 2000, at 6:00 P.M., for the purpose of discussing and allowing public comment on the Board's plan to adopt the adjusted property tax millage rate(s) after reassessment and roll forward the millage to rate(s) not to exceed the prior year's maximum millage for the tax year 2000.  Motion carried unanimously.    It was moved by Karl Bickham, seconded by Bruce Brown, that the Board authorize advertisement on June 21 and 28, 2000, in The Era-Leader and Bogalusa Daily News that a Public Hearing will be held in the Board Room of the Washington Parish School Board August 10, 2000, at 6:00 P.M., for the purpose of discussing and allowing public comment on the Board's plan to adopt the adjusted property tax millage rate(s) after reassessment and roll forward the millage to rate(s) not to exceed the prior year's maximum millage for the tax year 2000.

Motion carried unanimously.

 

Agenda Item #9 - Other business from board members.

 

Following an inquiry by Freddie Jefferson regarding the central office's plans to elevate student test scores, Superintendent Fowler stated he would share plans with the Board at the next committee meeting.

 

Agenda Item #10 - Consider a motion to enter into Executive Session under LA R.S. 42:6.1A(7) concerning student disciplinary appeal (Harold Smith).

 

It was moved by Karl Bickham, seconded by Hayward Boone, that the Board enter into Executive Session under LA R.S. 42:6.1A(7) concerning student disciplinary appeal.  Motion carried unanimously.

 

Agenda Item #11 - Consider a motion to return to regular session.

 

It was moved by Freddie Jefferson, seconded by Karl Bickham, that the Board return to regular session.  Motion carried unanimously.

 

It was moved by Freddie Jefferson, seconded by Karl Bickham, that the Board affirm the decision by the Superintendent's designee, Eathel Seal, Supervisor of Child Welfare and Attendance, in this case, which was to expel the student and enroll the student in Alternative School for the Fall semester of the 2000/2001 school year, along with requiring the student to complete an approved Anger Management Program beginning no later than the Fall semester.  Motion carried unanimously.

It was moved by Bruce Brown, seconded by Freddie Jefferson, that the Board adjourn.  Motion carried unanimously.
